Default Cruise control not working (green light on steering wheel but nothing happens)

I purchased a 1997 Dodge Ram 2500 from my dad and the cruise control doesn't work. The green light comes on the steering wheel when engaging but nothing happens. I did some digging and it seems it could be a broken vacuum line. There is indeed a broken line under the hood by the battery. I've circled it in red and it has tape on it. I am not really savvy when it comes to vehicle mechanics. Is this in fact the vacuum line that should be connected to the solenoid? If so how likely is it that will fix it and how do I go about reconnecting it? Sorry if my questions seems dumb but Im a novice.

Cut out the bad section, splice whatever length you need into it, and see what happens. Cruise system is really simple. But, if it doesn't have adequate vacuum, it simply will not work.

You might want to clean that positive battery terminal also.

Get some vacuum splices and repair the line. If it works, great. If not, it could be your brake light switch. I'd clean those battery connectors up a bit too. A good cleaning and some dielectric grease can stop future problems.
