Ok, so I'm not sure what truck you're dealing with but the 2001 schematic I have shows fuse 12 and J for the A/C clutch circuits J provided the power for the clutch, 12 provides power for the relay control which is controlled by the PCM. The PCM will activate the relay based on the switch status. On this schematic the PCM supplies power to the low side switch, then the high side switch. Looking at your picture you are testing the high side switch, which will not get power if the low side switch has an open circuit. So I would navigate to the low side switch, assuming you have charged the A/C and verify it is connected. If it is then I would disconnect the switch and install a paper clip in the contact to test is you now have power to the high side switch. This would also assume you are selecting A/C on the dash controls

I apologize I looked at your picture wrong. I saw your loose connector and the cover on the A/C line assuming that was the switch, I see now it is not. the drier would be low side I believe.
Also this might require help from someone who better understands these specific systems. I cant say the PCM is actually putting 12v out on the switches or if its just looking for a path to ground where you may not find any power to test. The circuit runs PCM to low side to high side, to dash switch to ground.
I would start with installing a jumper wire in the switch you have found and verify if the A/C relay clicks
