Default Random no power,sluggish,with evap code

01 Dodge pickup . Had large and small evap leak codes. Found that two hoses were off evap canisters and one joining canisters was split. Fixed hoses and reset codes. Ran good for awhile. Now just one evap code and no power and cuts out or stalls and some popping or sputtering,if I am moving down the road and I turn key off and back on the truck picks up brief power and then loses it again . I have to repeat off and on to accelerate to higher speeds. Hills are almost impossible. If I let it sit a minute and start in 1st gear ,it may climb hill. Still only showing 1 code for evap leak. It seems to me that with it responding a little better with the off and back on with key ,that it may be a sensor issue. Ty for any type of help or suggestions. Occasionally it may run with no problem and then get in it and it is horrible again. Has a tune-up/maintenance been done to the engine (spark plugs, plug wires, distributor cap and rotor) anytime in the recent past? Lastly, what's the evap code you're getting?

There is an elbow coming off the throttle body (front left looking at it from the front) that cracks. This is where the HVAC system get it's vac from so have a look at it. If the leak is large enough it can cause running issues.
