Default Injection Timing Control Circuit Malfunction P0216

I am looking at a 1999 Dodge Ram 3500 5.9L Cummins Turbo Diesel 5 Speed. It has 242,000 miles on it. I had the codes ran on it and it came up as P0216 which is Injection Timing Control Circuit Malfunction. What does that mean? I have been told acouple of things that it could mean, but I want to know before I buy it and have to put 2,000 dollars worth of fuel pumps on it. Does anyone have any idea???

From the sounds of it, something with the wiring for an injector. Could be grounding out somewhere, or maybe eventhe PCM is screwed up.
