Default Rear Brakes Grabbing

My rear brakes on my '96 are grabbing terribly. In the morning, they will even slide. Once warm, they still grab and make a lot of squealing, but won't slide. I've replaced the proportioning valve and have even had a brake inspection and said that the calipers and pads on the front along with the drums on the back look great. I don't know what the problem is. Can anyone help me?

my 94 rams brakes are touchy in the am as well feels like they grab harder tell i drive for a time. then they work just fine.

Theres probably a ton of brake dust in there. I've worked on a few cars that the drums and shoes look great but they grabed and made alot of noise. Hose them down with brake cleaner and it makes a HUGE diffrence.
