Default Tranny Question - Yes, Another one...

Hey guys,
For a couple months now my '01 Ram with auto tranny's been acting up. Mostly when it's cold though, like when I'm first starting off. Doesn't really matter if it's 20 degrees or 60 degrees. It acts like it can't decide which gear it wants to shift into. Bounces between 1st & 2nd a time or two. I do have theO/D off. It rarley acts this wway once everythings warmed up. Just had a trannny flush done. Didn't help. It's now starting to do it a little more than it had been in the past. Also. a couple months ago it flashed the O/D solenoid TCC code a couple times, but I turned it off. It hasn't done that since though.
So what am I looking at guys? What's the damage goign to be?

could be a speed sensor issue

Could be the TC going out, or a sensor like mentioned. Could also be a solenoid.
