Yes, but if the voltage is low then something is broke. You should fix the broken part. Otherwise, you could use another relay with a lower voltage coil or use a transistor (several likely). For the hell of it you could even use vacuum tubes. You would have all kinds of bling with vacuum tubes glowing under your dash.
