Check the electrical connections at the CAD unit. It's the hardware that's bolted onto the back side of your front axle on the passenger side. It looks something like the picture below...

thank for the tip but i didnt find the problem.connections looked good even wiggled the wires to try to get it to come on nothing
is there anything sensors on the transfer case that would trigger this?

Not that would trigger the light, at least not on a 96. The switch wasn't moved to the transfer case until 2002 when the CAD unit was eliminated.
The connections may be good, but the lamp indicator switch on the CAD unit may still be bad. IIRC, you can replace it without replacing the whole housing.

i found the problem. the 4wd switch is shot. i took it out and did a continuity test and if you just tap the casing it triggers the switch. i need to id the front axle to get another one, is it a dana 44 or dana 60? 1996 ram 2500 5.9
Mine did that when I had a vacuum leak. The 4x4 vacuum actuator was not fully releasing. The truck was out of 4x4, but not far enough to activate/deactivate (depending on how you look at it) the switch. The 4x4 light would blink, increasing in speed as I drove faster. Sitting still, the light was off. When I put it back into 4x4, the light went on and stayed on, and the truck was in 4x4.

Normally it would be an automatic answer of Dana 60 but with your truck being built close to 94-95, it could be a Dana 44. They did put some "heavy" Dana 44s under some 3/4 tons in the first few years of production (and throughout all 2nd gen production for the Mexican market).....for what reason I'm not sure [&:]
hey silver_dodge thats how mine seem to be acting now you say that. but i took the old switch out and tested it. and it seem like you barely touched the switch pin it would trigger it. (just a tap) is it suppost to be that sensetive? thats why i am getting new switch. but if it still blinks i will check for vacuum leak.
Do you also have the infamous defrost blower issue. It's were, when you get on the throttle hard, or are under load like going up a hill, your air, heat, or AC will switch from the forward vents to the defrost vents. Then when you let off, it goes back to the forward vents. If so, that is another common sign that you have a vacuum leak.
