in the case of tornado/spiromax type inlet devices
just like putting a block of wood behind your accelerator pedal
or NASCAR putting a restrictor plate on an intake manifold
these devices can slightly reduce the available horsepower
and therefore slightly reduce the fuel used......
but you could do the same with a home made restrictor plate....
and the 'old fashioned' advice to use a vacuum gauge
and keep the reading high (12 Hg or more)
is just using the built-in butterfly plates in the throttle to accomplish the same thing.
There are other things working in the scam manufacturer's favor.
Many such devices are installed before the engine hits 30,000 miles
and it is still 'breaking in' where the piston rings are losing tension
and carbon deposits are slightly increasing compression ratio
and the timing chain is stretching so that the exhaust valve is opening later
which allows the gases to expand and push against the piston more.
The key thing working in the scam manufacturer's favor
is always the 'law of big number averages"
If 1000 customers buy the device
it is not true that 1000 will see exactly zero gain like science can prove is the correct result.
What actually happens is 500 see a gain of various amounts
and 500 see a loss of various amounts.
The 500 who see a gain by luck jump on the internet and tell everyone.
The 500 who see a loss are somewhat ashamed and are much less prone to talk or warn.
If the scam device has enough profit margin it can live on the 500 gainers even if a substantial part of the loser ask for a refund.
