speedo not readingt proper MPH

Default speedo not readingt proper MPH

I just bought a 1997 RAM 1500 sport, 4x4 5.9 V8.

The speed is not reading the right miles per hour.

When the engine is off, the needle rest all the way to the left.
When I start the engine, moves to the 20 MPH position.
It seems that the MPH's have shifted by about 20 mph.
It's no that it does not start to move 'till I get to 20, it' that the needle starts at 20 and moves from there soon as I start moving.

I read al over the net about changing the VSS, either at the trany or the rear diff.
Well, I have a 1997, so I think I still have a VSS at the trany.

So my question is this, how do I test to see if the issue is the sensor(s) or the speedo gauge?

I was thinking of going under the truck, and removing the VSS, and make sure that the sensor and adapter are in the right position according to the number of teeth in the pinion (read that in the Hayes manual I got at pep boys) or should I just buy a working used dash cluster and swap it out as well as the VSS?
