Default 4x4 truck trans problems in the cold

I have a 1996 ram 2500 diesel 4x4. When its below 60 degrees it doesn't wanna go into overdrive unless i let off the throttle. Once it goes down to about 1400rpms it will go in and be fine until i have to slow down. Then i gotta do the same thing again to get back in. But when its above 60degrees it shifts great. Iam totally confused can any please me. thanks. Matt

One of two things come to mind immediately.

1. Tranny temp sensor.

2. TPS.
