Default 1st gear shifts?

i am curious about what controls the 1-2 gear shifts? when i am stoped and pin it, it wont shift out of first. only when i let off it will then shift. also it seems like first gear at regular driving revs up for no reason. when i am driving normal it will still rev up to 2500- 3000rpm for no reason. does anyone elses do this. i have read alot of forums about what to look for. i have done a tv cable adjustment and have seen alot on the governor pressure solenoid and the speed sensor going bad. what do you guys think????

I'd start by adjusting the TV cable...

i was having the same problem with mine it didn't want to shift from 1st to 2nd, but then shifted thru the rest of the gears just fine...tranny guys said it was the solenoid...of course my O/D was blown too, so i had to rebuild
