I'd try puttin in a new thermostat and a coolant flush. My truck had the same thing happening and that fixed it.

thermostat has failed, and is stuck open. if you've flushed coolant recently its not necessary to do it again.
if you haven't its a good idea. btw, i found drain plugs in my 01 318 block that are handy, one on each side. a lot of coolant (and rust) comes out of the block.

Probably just a faulty t-stat that won't close.

just a thought, its possble you could have a bad temperature sending unit. you can check that by feeling the top radiator hose. normal operating temperature of about 170-180 is too hot to hold onto.

so if your gage is reading low and the top hose is real hot, this would indicate you have a bad sending unit.

if you gage is reading low and the top rad hose is only mildly warm, your thermostat is stuck open.

drain plugs on the block are tucked in close/behind the engine mounts. its a 9/16-14mm hex head pipe plug. drivers side is pretty easy to get to. passenger side is directly under/behind the motor mount and harder to get to. mine were REAL tight. on the passenger side i had to lock on a set of vise grips to get it off, then fix the hex head on the grinder/file. i put them back on with a little liquid teflon sealer and not anywhere near as tight. careful not to get burned (or wet).
