I have done many gear swaps and locker installsand never seen the teeth on the part that the ring gear bolts onto( pic 1). It may be part of the limited slip but that is generally clutchesin where the spider gears are. No idea I also have never done a dodge rear only dana 44 and 30 found mostly in jeeps. anyone have some imput on the mystery teeth?
That 'part that the ring gear bolts on to' is called the tone wheel. It's what your speedometer reads off of. The teeth are supposed to be there, and they look fine.

just never seen that... jeep speedos are in the t-case using a cable thats new for me thanks for clearing that up.

My guess is that they are the teeth that the vehicle speed sensor reads. I haven't been under the rear of mine yet but I think the VSS is located on the differential for these trucks.

EDIT: I guess I should have read the entirethread before I responded! Oh well, it looks like my guess was right!
