easiest way of making them brighter is to change to PIAA's. Silverstar's come in second. I am looking to get HID's for my projectors some time in the future.

The most basic way to look at it is the relay is a switch. It's connected to your stock lighting harness, your battery, and the new HID's. When it sees power on the stock harness (i.e. when you turn the headlight switch on) it connects the battery and the HID's. This way they are powered from the battery instead of through the stock harness but you control them with the normal headlight switch.
