if you are talking about the Night Runner lights, yes, you have to buy them. It is not advisable to screw with your standard stock headlights.

i'll sell you one of my old stock headlights, if you wanna try and paint it, that way you don't **** up your stock ones...

They might be a tad pricey, but they look sharp as hell
I was kinda lucky, mine came with the truck... and its not even listed as an option
