If its galvanized steel they make a special primer for it because otherwise you will have to strip the zinc off before painting it. Rustolium makes it and its called cold galvanized primer, I have it in gray.

The other option is to strip the galvinized coating off of it by heat (HIGHLY NOT RECOMMENDED DUE TO TOXIC FUMES) or using a chemical and soaking it. You can google specific chemicals, but most acids will take if off within a couple of hours. Or just go with the primer, and lightly sand the metal before applying it.
