Rims or tires
I gotta agree with the masses, rims will change the whole look of the truck. But if you're gonna get something nice, the Jersey winter salt will not be kind! I had my rims in October and waited until spring to put em on. It wasn't easy to look at them without just wanting to use them.
Thanks everyone so far i am considering going for the rims (Dick Cepek DC 2 like wteboy's) can get a good deal on them now. it is going to suck seeing them sit in the box until spring, but maybe by that time I'll have extra money for the tires too... I just ordered a LED tailgate light and going to get driving/off road-lights to install behind the grill as well.
Here is my small list of mods to do before spring any advice would be cool.

blue ox base plate (not sure if this is a mod but need this to tow behind my motorhome)

K & N air filter.

Here's what I would do...
pick up a set of cheap now tires for your current wheels. I found a set of Winterforce tires from my local tire guy for 67 bucks each, installed. only cost me 4 bucks to stud all 4.
so you spend the 250-300 now, have good tires all winter/next winter on your spare wheels. and save up a little cash over the winter to get your wheels and tires all at one time and be set for the summer drive season. my thoughts on it.
good luck with whatever way you decide to go. Wheels do help complete the trucks look. (I guess this post is function over form, but I am practical I guess. lol)

Yeah i ordered the Dick Cepek DC2's really like the look of them. They do look great on your truck.
I thought about getting tires first but my are still new only have 11,000 on my truck. Can't see spending the cash on tires if mine are ok... Maybe if I a get a good bonus this year I'll get a set of tires too. damn they are pricey

yeah...well its all about timing...by next winter even thinks about cming around you'll have a fresh set on there! so no worries the greatest things come in time! before you know it you'll be looking at it going...dang i can't believe I've done all this to my truck! so give it a year or so and you'll be looking and soundn and movin good!
