heat wrap question

will wrapping exhaust tubing tightly in aluminum heat tape, then heat wrap, be a way to stop the exhaust from rusting due to the heat wrap?

It will help, but it wont stop it. You need a high quality tubing for that. You might try hitting it with some header paint first as it will bond right to metal rather than cover it up.
