Have you considered RTM? tool is easy to make and can be made from a waxed up model. fiberglass with an vinyl ester resin would make for a strong part and if need be you could mold in metal for accessories to be drilled out later and taped. molded in gel coating or primered. injectin machine would be around $10-$12K. but could be used on other programs so it would be considered a capital investment.
Was on the design/manufacturing team for the Allante convertible convertible boot and did other RTM applications. At the time a tool was about $200 sq/ft.

We stay away from any material other than poly-urethane when it comes to our body components. We do use fiberglass and carbon fiber but only for hoods and wings. Everything else is poly-urethane, you just can't beat the durability of poly, especially when working with parts of a car that see road debris like bumpers, rockers, roll pans etc.
