even when buckled it continues to chime and says it is not buckled up.

Damaged wire, or dirty connection.. Could be one or the other.

Locate the plug under the seat. It hangs down a touch so it's not impossible for something to have caught the wires. Check the wires. if damaged, repair. If they look to be in one piece, try disconnecting and reconnecting the plug. (Could just be dirt/corrosion in the connection).

Mine did that, the wire to the seatbelt connector was cut in two by the seat track. You cold also spray some contact cleaner into the female end to clean it up.

I ended up just making it permanently think it's clicked in, much easier and don't ever hear the dinging. I am however a very avid seat belt wearer and won't usually start the truck without it on.
I also have totalled 2 mustangs, 1 motorcycle, and been in 4 other fairly serious accidents.
I can tell you right now, whether your fault or not, the belt saves you, NOT the airbags in 90% of the cases. I wouldn't go anywhere without it.
Just ranting for anyone that may read this!!!

There are two wires going to the connector. Cut the wires off the connector so you have enough slack to pull them out from under the seat. Strip the ends and wire nut/buttsplice or solder the wires together. This will permanently turn the seat belt light out. I did the same, but like blu3p0ny, I don't go anywhere without my seatbelt so I don't need a stupid idiot light to tell me I need to fasten my seatbelt.
