Default 2006 Dakota power steering help

When I am in park or in gear but the truck isn't moving it is near impossible to turn the steering wheel with a moaning also happening while trying to steer. it steers better at about 5+ mph but can still hear a moaning. could it be my power steering pump went bad? the belts look ok as well as the fluid and there was no dripping overnight so I'm assuming no leaks anywhere.

Can you take a video of it? It sounds normal noise wise. It shouldn't be too tough to turning while sitting still though. I mean its by no means easy, but I wouldn't say impossible. Steering while not moving it about the hardest thing on it, though, and I wouldn't make a practice out of it.
