Default wipers

This may sound stupid, but here it goes anyway. Two weeks ago, I had the windshield replaced in my 06 Dakota. I never noticed before but the outside end of the wiper on the passenger side, doesn't touch the windshield.
I don't remember it being that way, so I bought new Rain-X latitude wipers, and they are the same way. I looked at a Dakota up the street and it is the same way.
Is this the way it is, or do I have a problem?

does it never touch or just when off? if not at all the arm is probably bad

I know that every source out there says both wiper blades are 21 inch blades, but if you run an 18 or 19 inch blade on the passenger side that will either minimize or eliminate any overhang. I put a smaller one on the passenger side of mine and it helped but I didn't go with a small enough one.

The only real drawback I can see to the blade hanging in the air like that is part of the blade will not be bent the same as the rest, and when it gets a little older it will probably streak funny.

In my experience with cold, the issue is not the passenger wiper freezing with the tip not in contact when in the off position, it's the driver's side freezing completely straight making it not bend when wiping.

Ive mostly bought the flex (Rain-X) wipers, ive had the same issue, I usually Run 21/20 for wipers, Ive never had a issue with them freezing, they also build up ice less still then normal ones. Ive had Hybrid ones on this winter with 21/21 as they didnt have 20's instock at the time, But its never caused any issues. My work 10' Caravan does the same thing, just not as much.
