Rear brake issue/parking brake actuator lever

Hi guys, Was wondering if anyone new if the parking brake actuating lever is a solid piece or if the arm is suppose to pivot? I cannot get my brakes to seat against the piston. There is about a 1/2" gap so I have to press the pedal twice to get it to hit the brake shoe.

Does anyone know if the arm that the parking break cable attaches to to is suppose to pivot. Mine does not and the brake shoe hits leaving a gap between the piston and the shoe. Seems to me it needs to pivot to push against the shoe when you engage the parking brake but I've never done brakes on a Dodge and none that look like this.

Yup, it is suppose to pivot. The pads are in the slot, and the short end of the pivot pushes them out. Looks like someone never used their parking brake, so it never moved.

Thanks, I figured. Truck had been sitting for a while. I was able to free it up and the pivot arm swings freely now.
