Dakota won't shift out of 4wd

Hey all, hoping I could get some insight into an issue my 05' Dakota is having. A little while a go the service 4wd light popped on and would intermittently flash , the truck started to lock the wheels up here and there until one day the truck while driving around 10mph in traffic dropped into 4wd and I haven't been able to get it out since. I read the codes and it read a C1405 transfer case position sensor high. The research I did brought me to replacing the transfer case actuator. Well I finally got around to doing that and the truck still won't shift out of 4wd. I don't like the idea of the new shift actuator being bad, or that the FCM is bad since this is my only issue on the truck. I do plan on selling it once I get this sorted out. Any help would be appreciated greatly. Thank you.

First off, try putting the truck in neutral, then shift the 4x4 **** around, one click at a time and wait and see if it changes.
