Angry Front Bumper cover

I have a 2008 Dakota Extend Cab and would like to know if anyone knows if the front bumper cover is adjustable? The left side is about a half inch below the light can, but the right side is almost up against the light can. It is a REAL pain in the posterior to try to remove the light can to replace a bulb because it is so tight against the light can. Is there any way to adjust this cover down away from the light can??

Wonder if it's the whole bumper that needs to move..... Crawl under, have a look. See how things are put together, and that'll give you an idea of what ya gotta do to make things move.

What I have seen under the left side is the big impact cylinder (for lack of correct term) that everything bolts to. There is no adjustment under the truck that I could see. The cover is bolted to the fender skirts and the top of the bumper impact pad. It is held on with 5 bolts and two clips from the parts break down. That is bolted onto the bumper supports with 5 more bolts but none of them are adjustable from the parts break down that I can see. So I am lost??

Gotta be adjustable to some extent, just so they can line up things properly on the assembly line..... Look at the ends of the energy absorbers...... might be able to get a little slop there. (the end the bumper actually mounts to.)

The four bolts on the energy absorber are the adjustment. They have slotted holes and can move a little bit. Just need to loosen most of them and move the bumper. I got my truck with the same issue and that's all it took to drop the one side of the bumper back to normal.
