The factory puts 4 small holes into the bumper but then it gets painted over so you can barely see them. I don't think anyone will be able to tell the plate is trimmed as long as I leave "TEXAS" and the numbers showing everything else is just black background. Many license plate brackets cover several inches of the plate and DPS doesn't run around asking people to take their plates off to make sure the whole plate is all there underneath the bracket.

Here in NY you can trim all plates just as long as the registration sticker (trailers & motorcycles) can still at all times be seen along with the state name which is on all plates commercial or passenger plates. Also can't cover any of the plates with the plastic type dome covers.
