First dent - PDR?
It is repairable via PDR, but it would require removal of the tail light to get leverage to push the dent and he is probably telling you $140 and make it better because he doesnt want to take the time required to fix the part near the bumper. I wouldn't touch that for any less than $200, but I'm also good at what i do and would fix it right.
If you asked me to go cheaper, i'd send you to the body shop and tell you to have them do it and repaint half your car. If you are asking a PDR guy for cheaper work, the quality will come down.

I had a bad one repaired on the door of My D by a great PDR Guy, Guy said $150, but it took him 4 hours to get it right because of a brace inside the door skin that was in the way.
He didn't know about the brace , and still did it for the $150 even though it took Him so long.
