Either use adobe photoshop or right click on the photo and click edit(using the windows editor)

You need to resize it(generally 188*188) and upload it in your user options

I've used that one before, I just couldn't remember the name. I would also recommend that one.
OK. See? You've already stumped me. dwolson2 said to "upload it in your user options" but I have no idea where that is.
I hope I don't sound like an ingrate, but I need simple instructions like "go here", "click that", "go there" etc. etc.

I take that back. I found the "user options" in "Your control Panel" on the private message page and figured things out, even though there is no button to push to apply to my avatar whatever changes I make.
What a logical place to hide it . . . doesn't everyone think "private messages" and a control panel should be on the same page? Sheesh.
