Ask them if they can seal it better with additional RTV before installing it so that the problem doesn't happen again

We had a few charger rear led bars fill with water and fail like that. They were missing a seal from the factory. The whole piece was replaced on each.

This is the second time it's happened to me. The first time it was just moisture spots. This time it was full out water in the LED.

Not unless it is determined to be a safety issue.

Recalls only apply to defects that cause a problem with vehicle safety. They are not the same as "common problems" or things that generate TSBs. This is probably the most common misunderstanding about recalls. Lots of people think that when there is one problem found in a vehicle in terms of quality or manufacturer defect that it could be the subject of a recall. That's simply not the case.

This issue may generate a TSB, but not something that would require the manufacturer or dealer to fix every issue unless the car is under warranty for that issue and it's confirmed after a visit to the dealer service department.
