So maybe your circuit also need to sense that resistance, hence it works when you leave one incandescent in.
If the BCM is cutting power because it thinks the bulb is 'out' then it is easy to install a resistor across the circuit to fool the BCM into thinking there is a higher wattage device on the line without the light source of an actual bulb.
