Default HID low beams not working

I have a 2013 Durango with hids and the low beams are not working and I can’t locate the fuse which controls these.
I checked the diagram on the fuse box cover and found the one for the high beams but not for the low beams.

The low beam (and high beam) headlamps are controlled by the TIPM. The factory wiring diagram doesn't show a clear fuse for the low beam headlamps but it appears it would either be via Fuse M14 (20A) in the TIPM or Fuse M34 (10A) in the TIPM. Do the high beams work? Is the Information Center providing a warning that the headlamp bulbs are out?

The next step may be to check for voltage to the HID ballasts to determine if they are getting power. That is assuming they really are HIDs versus just being projector bulbs. If just projectors, the troubleshooting gets easier since no ballast transformers are involved.
