So my wife's 2011 Hemi Crew's front passenger window only goes up or down a few inches at a time. It does this from the driver side's passenger window switch as well. Any ideas on what is the issue?

Here's a video of the issue... ... the initial click you here is me activating the switch and holding it up (or down) but as you can see the relay clicks after a second or two on it's own and it's not me letting off the switch. I removed the motor and tested it out and it runs fine with a 12 v source. The relay it activating even without the motor connected when I hit the switch and stops on it's own too. Having the motor connected makes no difference. I've tried the relearn procedure but no change.
