Default No Power for Trailer Brakes

Hello! First post here, I have loved reading all of your great ideas and answers.

2017 Durango RT that I am trying to connect a Curt Echo Bluetooth brake controller to. The turn signals and brake lights work fine, the 12 V is charging the trailer battery fine, but there is no power to the trailer brakes.

I think I’ve checked all the towing fuses, and held a voltmeter on all of the other pins which read normal, only the number two pin for the trailer brakes has no power. Even though I’m not wiring a brake controller, I did also plug in the wire harness that came in our glove box, the turn signal wires are reading power but the green braking wire has none.

also, when I activate the brakes from the echo app, they engage on the trailer and lock the wheels perfectly.

What else can I try?

i’ve read a few comments on this forum that the dealership may need to activate the towing wires, would this still be true if the turn signals and charging wires are already working? Or does it seem like there’s another problem?
