Why aren't tire sizes true to label?

Default Why aren't tire sizes true to label?

This is the second time I've had this happen..

I bought "35" inch cooper mud tires sized in imperial - 35x12.50x17

When I got them home I took a tape to them and they were 33.5x11.25x17

Yesterday I bought "37" tires toyo open country at sized metric AND imperial on the label - 37x14.50x17 355x70x17

True size is 35.5x12.75x17

Are we being screwed by the tire manufacturers?

It's never exact whenever it is "height X width X rim" but if you get like what I have (305/70/18) for the people who won't know what that is, the website should have an overall diameter which mine said 35" and sidewall which said 12.5". It's even written on my tire saying OD-35 and SW-12.5.

I mean I've heard of the sizes being off a little bit but not that much. I would say you got some lemons but to have it happen twice is pretty strange
