Does anyone know if this piece can be removed without removing the bumper?

I think having the bumper off the truck would make it a lot easier........

I dont think so. The little tabs that need pinched together are behind the support brackets. Pulling the bumper off would be alot easier. The carage bolts if rusty can be a pain.
