Moisture in headlight
I have a friend who has a 98 and moisture was in his HLs also. He was going to drill a hole in the bottom for drainage. I really don't reccommend this, a hole will let moisture in as well.
Do a search, I remember a post on how to remove the amber reflector in the HL and it gave directions on how to disassemble them. That would let you get out the water and then you could reseal it on rebuild.

This happened in the passenger HL of my '03. I took it out, put some water in it then tilted it at various angles to see where the moisture was getting in. Then I dried it out using a hair dryer (stuck it in one of the holes for the bulbs), and siliconed shut the source of the problem.
If this happened to me, I would tell my wife I need new headlights and buy projectors with HID, if she askes why I got those, I would tell her they are cheaper than OEM. They dont look that bad.

Thanks for the help guys. I removed the headlight, rinsed it out, and dried it with a hairdryer thru bulb hole, then siliconed around the seam. Will see how that does. If it comes back I'll tear it apart.
