Yesterday driving my truck I got this code p513 again and truck seems to start to idle rough and wants to stall had this issue not too long ago too and it ended up making that little lightnning bolt symbol flash. I got an after market starter in it that isnt working so I pulled the fuses for it.

Your anti-theft system is not sensing the right programmed key.
You need to go buy a new programmed key from the Dodge Dealer and reset the PCM.
Also that remote starter is also probably helping to cause your issue, but I can't help more without knowing what Brand and Model it is.
By pulling the fuses for it you've got incomplete anti-theft system connections that are causing your problem.
Put the Fuses back in, and see if the code persists.
If it does then you've got a wiring problem, which is likely from that aftermarket remote starter, and those damn things can be a serious pain to fix. OR! you may have a problem with the ignition immobilizer bypass that was (or should have been) installed with the R/S system... Again I can't help if I don't know the details on the unit, and what kind of key you are using.

If the bypass failed then that is why you are having problems.
Replace that bypass with a 556UW or other similar type.

You will need to purchase a programmed key to put inside of it and then hide it well inside the dash and wire it to the auto-start module as instructed.
