I was changing the oil and saw this by the horns. It seems nothing was ever attached.

That is what it is for. should be one on the other side as well.

Looks like the fog light plug, but there will only be one on the drivers side. There is a adapter that you plug in there that goes to BOTH fogs.

Yeah, I only sawone. The passenger side did not have one.

are you talking about the connector with the green? or the red next to it? the green is not fog lights... at least not what i had to connect to on my truck anyway...
