what is the best chip to put on an 03 ram hemi, and how much does it cost?

 

By chip I am guessing you mean programmer. I would say superchips 3714 or I believe the 3715 either one works with the 03 hemi. I paid 225 for mine brand new shipped. You might find one used on ebay just make sure it is not locked.
