I thought I read on the pacesetter site at one time that their long tubes aren't 50 state legal. Not that it matters, I'm in Canada and you don't seem to be able to get long tubes for a 4.7 from anywone.
Not just the Pacesetter's, Long Tube Headers, as a rule are not street legal. That's why most people in states with inspections go with the mids.
As far as the question about shorty's, they do have decent gains on some vehicles, but I've seen the dyno's on a Hemi, and it's next to nothing, you could get the same gains with just an average aftermarket cat-back exhaust. I'm told it's because the Hemi stock setup breathes fairly well already, it's imperative for the Hemi heads to have better than average intake/exhaust to start with. Mid's are somewhat better but much less than half the HP gains you'll see with Long Tubes.
Moving the cats from their factory location is what makes them not street legal...that includes mids. People that buy mids are looking for more ground clearance..which is pointless on a stock height or lifted truck.Shorties are ony legal because they're a direct bolt-on to the stock cats and Y, but like you said the gain is minimal.

In states that don't have a visual inspection you should be fine with LT's that have emissions fittings.

I had to move the cats back about 18", which of course meant extending the O2 sensors the same amount. Not a big deal really. I really didn't care about a CEL, I mainly kept the cats for the little bitof backpressure they provide. I didn't want to sacrifice my low end torque for the mid and high HP gains the headers gave me, after all, it is a 4x4...

Nope, I'm dual until just before it reaches the muffler (Flowmaster 50HD) then it's back to two out the muffler.
