17 inch wheels

One rim (driver rear) hung up on the brake clip sticking out of the caliper. Should this setup work? Did the calipers (or other axle setup) change between these model years? Or the rim geometry? Is it safe to grind down the clip so it doesn't drag? How much clearance should there be between caliper and rim? Thanks for your time.
This turned out to be a different problem. The center cutout of the rim is a just a hair too small, so when I tightened the lug nuts it was pressing the rim onto the bearing cover of the hub assembly. I had to pound the tire with a heavy mallet to unseat it from the bearing cover. I got out my dremel and ground off a tiny bit of the bearing cover all the way around, and now the rim is snug, but not too tight. It comes off without pounding. The brake pad clip scratching up the inside of the rim fooled me. That must have happened when I was lining the rim up with the lugs. It wasn't actually hung up once the rim was on and straight.
