loose mirror

I HAVE A 2004 DODGE RAM QC LARAMIE with the trailer package.

The drivers side mirror arm is loose(it moves with the wind). I removed the round cover at the bottom of the mirror but there appears to be no way to tighten it(pressed in fitting)

Does anyone have this problem or have a solution to tightening it.??
