Default Spare tire storage question

After a tire problem, I finally got a new tire to put underneath the bed. As I was winding the winch up, it felt like I got as far as I can get it to, but when I touched the tire, it was still moving around a little bit. Is it just the way it is, or can I get it a bit further until it stops dangling around? I guess I can get it to wind a bit more by man handling it, but at the same time I didn't want to force something and break it until I know for sure.

Let it down and try again. It sounds like the cable is overlapped.

Let it down and try again, but this time make sure you have some tension on the cable before you start cranking it up.
