Default Bumper assistance needed

Ok here's the deal. I have a 06 SLT. I want to lose the front/back chome bumpers and replace them with a red front and red roll pan in the back. I have done quite a few searches through google as well as on here and learned quite a bit. I'm still in need of some assistance though.

This is the bumper in the picture below is what i want for my truck.

1. Is this a bumper cover or would i take my whole front off for it?
2. Will it even fit on my truck?
3. Where can i get a factory one?

I did see one in my LMC magazine. It says it's a bumper cover so it should just fit over my slt right? It's #2

The rear bumper is the simple part, I did it just get a bumper from dodge they come in primer get it painted. The hard part is the front you have to replace all the brackets it can be done but it is costly.
