Can a hemi ram still pass emissions with a cat back? for example borla or flowmaster

yes, as long as you dont remove the cats you should be fine, but you can opt for a hi-flow cats for better performance.. just my .02

Mufflers have nothing to do with emissions. You can run without mufflers and still pass as long as your cats are good. Of course, there may be sound restrictions where you live!!
