I'm going to buy some antiseize.

The first time this happened, I put a 4x4 block under the flat, lowerd the jack ( slowly with lugs on the rim) this broke the rust seal, but not this time.

Perhaps you can buy some plastic spacers with stud holes stamped through them. Transport trucks have them between the hub and the aluminum wheels. They are just a bit thicker than vapour barier and completely fix the problem. Transport tires last a long time so they really get stuck on if you don't use the spacers!

You gotta just give them a nice kick with the heel of your foot. You'll wanna make sure the jack is going to be on sturdy ground.

However, a wire brush on the contact surfaces as well as a light coating of anti-seize will do the trick.
