It's a variation of the IAT trick mod people do on various cars/trucks. It's a resistor inline with the IAT (intake air temp) sensor that fools the pcm into thinking the intake charge is cooler than it really is. This helps in keeping the timing from being pulled from heat soak or just a hot day. Also with a hot intake charge some fuel will be pulled because hot air is less dense than cold air...the IAT mod/powerwire keeps the mixture a little rich from the fuel not being pulled. This will give you a power gain if you're already running lean...otherwise running rich is the opposite of what you want to do for power gains.
It gives a little power increase but it is not a huge jump. Don't buy it if you are looking for a huge power boost from this thing bc you won't get it. I think it has been a nice little mod for me but I also got mine for free.

Sometimes you can pick up a used one for much less, like in the $20 - $30 range. There was also a writeup about how to buy the correct resistor and splice into the wiring harness to get the same effect.
