It's a mopar performance pcm (the vehicle computer) for the 3.9, they must be pretty rare.

so its kind of similar to a programmer or chip?

Similar, B&G also does performance tuned pcm's and they even have one for the 3.7. The only issue I have with it is the premium fuel only requirement.

how much improvement will i be looking at if someone does that to justify the premium upgrade?

It's hard to say really, B&G doesn't give any numbers on their site for the 3.7. Here's a link http://www.bgperformancepcm.com/ scroll down and check out the info for the rams, they also do tcm flashes as well.
