Need Help Deciding On My New Headlights

I have been trying to decide which type of headlights I want to add to my truck and I thought I had my choice made. My choice came down to the stock style light in black with either a clear reflector or an amber reflector. Chose the ones with the clear reflector and I was getting ready to order my new headlights when I find out that the one's I really like are now no longer DOT approved, great. However, I can still get my hands on a set even though they aren't approved any longer. The reason they are no longer approved is bc they don't have the amber reflector in them. So, my question is do you think I should just say "f" it and go with the ones I really like (the top choice) or just go with the DOT approved set (bottom ones) and avoid any future problems.

And that's the thing, I already have the cutout on here (which I just recently found out is illegal in PA) so I don't know if I should even worry about if the lights are approved or not bc they could always nail me for the exhaust anyway.
